The DDM District Development Model (DDM) is a transformative approach launched by the South African government to ensure integrated and cooperative governance at the district level. It is designed to accelerate service delivery and socio-economic development by fostering collaboration between national, provincial, and local government spheres.

President Cyril Ramaphosa has appointed Members of the Executive as District Champions for each of the 44 districts and 8 metropolitan municipalities in South Africa. These District Champions are responsible for championing the implementation of the DDM within their assigned areas, ensuring coordination and alignment of government programs and resources to meet local development priorities.

What is the DDM?

The DDM was introduced to overcome fragmentation in service delivery and planning by creating a single, coordinated approach across all government spheres. It aims to achieve inclusive growth, reduce inequalities, and enhance the quality of life for South Africans by aligning planning, budgeting, and implementation at the district level.

Role and Importance of DDM

District Champions are senior government officials, usually Ministers or Deputy Ministers, appointed to lead the roll-out of the DDM in each district and metro. Their roles include:

  • Driving collaboration between national, provincial, and local government stakeholders.
  • Overseeing development planning and resource mobilization.
  • Monitoring implementation of socio-economic programs.
  • Engaging with communities and stakeholders to ensure inclusive development.

Their involvement signals high-level commitment to the model’s success, helping to break down bureaucratic silos and promote integrated governance.
